I would use eminent domain to reclaim land for public beaches but also for obvious water desalination plants and the large piping works that could now be done in the area. In exchange, the old residents get land elsewhere.

Thanks, this is a critically important point, which obviously applies also to any cities throughout the world. So, climate change is about to bring large waves of destruction in coming decades.
