The only mech highlighted is Zara, who explicitly has an Innocent above her. Instead I solved by picking Xia (a clown) and saying above her was a Criminal. unless I was really lucky, of course.

Carl is a neighbour to Isaac, and he is on rhe edge of the board, so the clue about an odd number of Isaac’s neighbours being on the edge tells you Carl is a criminal.
