    With a few exceptions, vaccines don’t give a person 100% immunity. They work on a population by making people less prone to infection thereby slowing the rate at which the virus can spread. If infections clear up (or in the worst case, kill the host) faster than the virus spreads, outbreaks get contained. That’s what herd immunity is.

    But that means you have to give the vaccine to as many people as you can for it to be maximally effective. Only giving it to people who are at “high risk” means only giving them minimal protection.
